Victorian Government releases guidelines for further grants available under lockdown 4.0

As a result of Victoria being plunged into lockdown from 27 May 2021 due to the latest COVID-19 outbreak, the Victorian Government has released details of further grants available to eligible businesses.

The details of the grants are as follows:

Business Costs Assistance Program Round Two

In order to be eligible for the grant, businesses must:

  • Be located in Victoria.
  • Be registered with an ANZSIC code that confirms that the business operates in these sectors
  • Have incurred costs because of the lockdown and are unable to fully operate remotely.
  • Have a payroll not exceeding $10M in the 2020 financial year.
  • Hold an ABN and have been registered for GST from at least 27 May 2021.

The amount of the grant is either $2,500 or $5,000.  Businesses that were subject to restrictions only between 28 May 2021 and 3 June 2021 will be eligible for $2,500 whereas businesses that are subject to restrictions from 28 May 2021 which continue beyond 4 June 2021 will be eligible for $5,000.  For example, under lockdown guidelines issued, landscape gardeners are able to operate from 4 June 2021.  Thus, that sector will only be eligible for $2,500.

On the Business Victoria website, sectors like essential retail (such as supermarkets), manufacturing, construction, mining, agriculture and professional services are specifically excluded from the grant.

A business cannot receive the grant if they have already received a grant under the Licensed Hospitality Venue Fund (below).

Applications for the grant must be made by 24 June 2021.

Licensed Hospitality Venue Fund 2021

Those hospitality businesses that hold a liquor licence will potentially be eligible for the grant.  The amount of the grant will represent $3,500 per eligible premises in regional Victoria and $7,000 per eligible premises in metropolitan Melbourne.

To be eligible, the applicant must:

  • Operate a licenced bar, restaurant, pub, club, hotel, café or reception centre that is registered to serve food and alcohol on premises.
  • Hold a general or late night, full club, restaurant and café, producer’s or on-premises or late night liquor licence as at 27 May 2021.
  • Hold a class 2 or 3 service sector certificate of registration under the Food Act 1984.
  • Hold an ABN and be registered for GST from at least 27 May 2021

For those businesses that employ staff, the business will be required to attest that they are supporting staff by allowing staff to access paid leave entitlements or allowing their staff to work from home where possible.

Businesses that hold a liquor licence but not a food certificate or hold a food certificate but do not hold a liquor licence will not be eligible for the grant.

Business Victoria will be sending application forms for the grant to the licensee’s eLicence email address.  Liquor licensees without an eLicence will be required to set one up via the Liquor Portal by 20 June 2021 in order to receive an application form.

A business cannot receive the grant if they have already received a grant under the Business Costs Assistance Program Round Two (above).

Applications for the grant must be made by 24 June 2021.
